Subject: The importance for airlines to match passengers with baggage. Reference: 1. Article no. (23) of the civil aviation act. 2. National Civil Aviation Security Program Background: Based on what has been noticed that some airlines did not comply with the instructions mentioned in the National Civil Aviation Security Program to carry baggage for persons (non-passengers) on some flights. Therefore, the following must be complied with: Instructions: 1. Airlines must comply with matching passengers with their baggage and must ensure that the owner of the baggage has boarded the aircraft before the baggage is placed on the aircraft. In case its owner fails to travel, must unload the owner's baggage. 2. Failure to comply with circulars issued by GACA is an explicit violation of Government's orders, Legal procedures shall be initiated against the violators who will be held responsible. Attachment(s): Nil. الي: جميع شركات الطيران العامله بمطارات المملكه العربيه السعوديه بما يشمل الطيران الخاص وشركات الخدمات الارضيه. الموضوع: ضروره مطابقه شركات الطيران للمسافيرين مع الامتعه. المرجع: 1. الماده رقم (٢٣) من نظام الطيران المدني. ٢. البرنامج الوطني لامن الطيران المدني. نبوده: نظرا لما لوحظ من عدم التزام بعض شركات الطيران بالتعليمات الوارده في البرنامج الوطني لامن الطيران المدني بنقل امتعه لاشخاص (غير مسافرين) علي بعض الرحلات الجويه، وجب التاكيد علي الالتزام بالتالي: التعليمات: ١. يجب علي شركات الطيران الالتزام بمطابقه المسافرين مع الامتعه والتاكد من عدم وضع اي امتعه علي متن الطايره الاب بعد التاكد من صعود مالكها، انزال الامتعه في حال تخطف مالكها عن السفر. ٢. ان عدم الالتزام بالتعليم التي تصدرها الهييه بعد مخالفه صريحه للاوامر الحكوميه وسيتم اتخاذ الاجراءات النظاميه بحق المخالف وتحميله المسؤوله المترتبه علي ذلك. المرفقات: لا يوجد. نايب الرييس التنفيذي للسياسات الاقتصاديه والتعاون الدولي Executive Vice President for Economic Policies and International Cooperation الهييه العامه للطيران المدني General Authority of Civil Aviation ناث الرييس التنفيذي للسياسات الاقتصاديه والتعاون الدولي Executive Vice President Economic Policies and International Cooperation
