Resolution No.: A/133 Date: 30/07/1437 H (07/05/2016 G) King of the Kingdom of Saudi Arabia We, Salman bin Abdulaziz Al Saud, the King of the Kingdom of Saudi Arabia, Upon perusal of: The Basic Law of Governance issued by Royal Decree No. (A/90) dated 27/08/1412 H (01/03/1992 G) The Law of the Council of Ministers issued by Royal Decree No. (A/13) dated 03/03/1414 H (20/08/1993 G) The Royal Decree No. (A/68) dated 09/04/1436 H (29/01/2015 G); and Laws, Royal orders and decrees, resolutions and related instructions; and As per required by the public interest, Do hereby resolve the following: 1. Abolition of "Ministry of Water & Electricity" 2. The name of "Ministry of Commerce and Industry" shall be amended to be "Ministry of Commerce and Investment". 3. The name of "Ministry of Petroleum and Mineral Resources" shall be amended to be "Ministry of Energy, Industry and Mineral Resources". The Ministry shall be competent to the energy, in addition to the transferred duties and responsibilities related thereto and the activities related to electricity and industry. The Ministry shall further assume the management of " National Industrial Clusters Development Program (NICDP)". 4. The name of "Ministry of Agriculture" shall be amended to be "Ministry of Environment, Water & Agriculture", the duties and responsibilities related to the activities of environment and water will be transferred. 5. The name of "Ministry of Islamic Affairs, Endowments, Dawah and Guidance" shall be amended to be "Ministry of Islamic Affairs, Dawah and Guidance" 6. The name of "Ministry of Hajj" shall be amended to be "Ministry of Hajj and Umrah". 7. The two ministries of "Labor" and "Social Affairs" shall be merged on one ministry to be called the "Ministry of Labor & Social Development". 8. The name of "General Presidency of Meteorology and Environmental Protection" shall be amended to be "The General Authority of Meteorology and Environmental Protection" and shall have a board of directors. 9. The name of "General Presidency of Youth Welfare" shall be amended to be "General Sports Authority (GSA)". The GSA shall have a board the chairman of which shall be appointed by a royal order. 10. The name of "Public Education Evaluation Commission" shall be amended to be" Education Evaluation Commission". The duties and responsibilities related to the activity of evaluation and measurement of the public and higher education in "Ministry of Education" and "Technical and Vocational Training Corporation" shall be transferred to the Authority. "National Commission for Academic Accreditation and Assessment", "Qiyas-Computerized Testing Center in the Higher Education" and "Technical and Vocational Evaluation and Accreditation Center" shall be merged with the Authority. A chairman of the board shall be appointed by a royal order. 11. "Zakat and Tax Authority" shall be changed to "General Authority of Zakat and Tax (GAZT)". GAZT shall be connected to the Minister of Finance and shall have a board to be chaired by the Minister of Finance. 12. "General Entertainment Authority" shall be established. The Authority shall be specialized with all matters related to the entertainment activity. It shall have a board to be appointed by a royal order. 13. "The General Authority for Culture" shall be established and shall have a board to be chaired by the Minister of Culture and Media. 14. The Minister of Labor and Social Development shall chair the board of General Authority of Awqaf. 15. The Minister of Environment, Water and Agriculture shall chair the board of "The General Authority of Meteorology and Environmental Protection", "Saudi Wildlife Authority" and "Saline Water Conversion Corporation". 16. The Minister of Commerce and Investment shall chair the board of "General Investment Authority", "Small & Medium Enterprises General Authority" and "Saudi Standards, Metrology and Quality Organization". 17. The Minister of Health shall chair the board of "Saudi Red Crescent Authority". 18. The Minister of Energy, Industry and Mineral Resources" shall chair the board of "Royal Commission for Jubail and Yanbu", "Industrial Development Fund", "Saudi Authority for Industrial Cities and Technology Zones", "Saudi Geological Survey", "King Abdulaziz City for Sciences and Technology", "Saudi Exports Development Authority" and "King Abdullah City for Atomic and Renewable Energy". 19. The chairman of the board of Saudi Food & Drug Authority shall be appointed by a royal order. 20. The chairman of the board of the General Authority for Competition (formerly "Council of Competition ") shall be appointed by a royal order. 21. The chairman of the board of Electricity and Co- Generation Regulatory Authority shall be appointed a royal order. 22. By an Order of the Prime Minister, the person who assumes the duties assigned to the Minister of Commerce and Investment shall be appointed to regulate Consumer Protection Association. 23. "General Authority of Civil Aviation" shall be connected to the Minister of Transport 24. The duties and responsibilities related to the land ports, which the Agency of Central Services in the Ministry of Finance assumes shall be transferred to "Customs Authority" to be the responsible entity for the land ports. 25. The government authorities concerned with the entertainment activity shall proceed their works until "General Entertainment Authority" practices its competencies. 26. Bureau of Experts at the Council of Ministers shall, in coordination with whom it sees fits of the relevant entities, within a period shall not exceed three months from its date, perform the following: (1) Complete the necessary actions to enforce so stipulated by our order when applicable, including transfer and identification of the competencies, departments, staff, jobs, properties, items, approvals and others. (2) Review the laws, regulations, orders and decrees affected by the abovementioned clauses, suggest their amendment, prepare the necessary regulations and treat the effects resulted from, in conformity to so contained in such clauses, to complete the necessary legal actions. 27. Our decree shall be informed to the competent authorities to be approved and implemented.
