To: All airlines operating in the airports of the Kingdom of Saudi Arabia, including Private Aviation.
Subject:
Ensure that all passengers carry their travel documents before boarding on flights to the Kingdom of Saudi Arabia.
Reference:
1. Article No. (23) of the Civil Aviation Act
2. Article No. (138) of the Civil Aviation Act
Background:
Based on what was observed that some elderly passengers continue to arrive at the Kingdom's airports who do not have their passports and entry visas in their possession for various reasons. Therefore, the following instructions must be complied with:
Instructions:
1. All airlines must check that all passengers hold their travel documents such as (Passports – Entry visa) before boarding. In order to avoid any unjustified delays in passenger's movement or airport operations.
2. Failure to comply with circulars issued by GACA is an explicit violation of Government's orders. Legal procedures shall be initiated against violators who will be held responsible.

نیده:
نظرا لملاحظه استمرار قدوم بعض المسافرين من فتره كبار السن الي
مطارات المملكه من لا يحملون جوازات سفر بحوزنهم و تاشيرات
دخول لاساب مختلف، عليه وجب التاكيد علي التقيد بالتعليمات

التعليمات:
1. يجب علي جميع شركات الطيران عدم تصعيد اي مسافر الا بعد
التاكد بانه يحمل جميع واثايق السفر الخاصه به (جواز سفر -
تاشيره الدخول) تفادي لاي تعطيل او تاخر غير مبرر لحركه
المسافرين او عمليات المطار.
٢. ان عدم الالتزام بالتعاميم التي تصدرها الهينه بعد مخالفه
صريحه للاوامر الحكوميه وسيتم اتخاذ الاجراءات النظاميه بحق
المخالف وتحميله المسؤوليه المترتبه علي ذلك.
