1. Introduction
1-1 This document provides the Rules for Offtakers in determining the charges for the remuneration of the spilled energy by users of the transmission and distribution networks with captive generation.
1-2 These Rules are not intended for the remuneration of solar PV systems with a capacity of up to 2 MW. These solar PV systems are subject to the Small Scale Solar PV Regulation.
1-3 These Rules are made by the Authority pursuant to the Electricity Law, its Implementing Regulations and Authority's Charter.
1-4 Spilling energy is governed by the Saudi Grid Code, the Saudi Distribution Code, and regulations of generation for self-consumption issued by the Authority.
1-5 The Offtakers are required to fully comply with these Rules.
1-6 The purpose of these Rules is to set out the basis for remunerating users for its spilled energy to the network in order to protect Offtakers from bearing additional costs while eliminating incentives for users to spill energy to the network.
1-7 These Rules come into effect on the date of its issuance and remains in full force and effect unless changed or cancelled by the Authority. The Authority reserves the right to change these Rules from time to time.

1-10 Entitled Users for Spilled Energy Remuneration
3-1 Any user who is allowed to export the surplus of his generation to the network as per any applicable regulations issued by the Authority is entitled to be remunerated for that energy spilled but always subject to any net billing arrangements as provided in the REG Regulations. Such users include but are not limited to:
a) Users with conventional captive generation; and
b) Users with renewable captive generation.
3-2 For the avoidance of doubt, unless defined otherwise, whenever "User" is mentioned in these Rules, it means entitled user as defined in Paragraph 3.1.

1-11 Spilled Energy Quantity
1-12 In any hour (h), the total Hourly Spilled Quantity (HSQ) for a user is calculated as follows and is measured in kWh, drawing on the metered flows to or from the network at all sites (j = 1 to J) attributed to that user:
\[
\mathrm{HSQ} _ {\mathrm{h}} = \operatorname{Max} \left\{\left(\sum_ {\mathrm{j} = 1} ^ {\mathrm{J}} \operatorname{Max} \left(\mathrm{MQ} _ {\mathrm{h}, \mathrm{j}}, 0\right) + \sum_ {\mathrm{j} = 1} ^ {\mathrm{J}} \frac {\operatorname{Min} \left(\mathrm{MQ} _ {\mathrm{h} , \mathrm{j}} , 0\right)}{(1 - \text {Loss Factor})}\right), 0 \right\}
\]
1-13 Where for each 1 hour period:
1-14 \( MQ_{h,j} \) Is the metered energy quantity sent to the network at each of the user's sites (j) measured in kWh, taking a positive value for sites exporting energy and a negative value for sites importing energy in hour h.
1-15
1-16 Loss Factor Is an annual targeted energy losses in the network as allowed by the Authority.
1-17 Where a user has different generation technologies at its sites, in any hour (h), the portion of \( HSQ_{h} \) attributable to renewable energy at the user's sites (the Renewable Spilled Quantity, or \( RSQ_{h} \) ) and the portion of \( HSQ_{h} \) attributable to conventional energy at the user's sites (the Conventional Spilled Quantity, or \( CSQ_{h} \) ) shall be calculated as follows:
\[
\mathrm{RSQ} _ {\mathrm{h}} = \operatorname{Min} \left\{\sum_ {\mathrm{j} = 1} ^ {\mathrm{J}} \left[ \mathrm{k} _ {\mathrm{h}, \mathrm{j}} \times \operatorname{Min} \left(\mathrm{RMG} _ {\mathrm{h}, \mathrm{j}}, \mathrm{MQ} _ {\mathrm{h}, \mathrm{j}}\right) \right], \mathrm{HSQ} _ {\mathrm{h}} \right\}
\]
\[
\mathrm{CSQ} _ {\mathrm{h}} = \mathrm{HSQ} _ {\mathrm{h}} - \mathrm{RSQ} _ {\mathrm{h}}
\]
Where:
\( RMG_{h,j} \) Is the metered volume of renewable generation in kWh at site j and in hour h.
\( k_{h,j} \) Is determined for each site j and in hour h as follows:
\[
\mathrm{k} _ {\mathrm{h}, \mathrm{j}} = \left\{ \begin{array}{l l} 0 & \quad \mathrm{MQ} _ {\mathrm{h}, \mathrm{j}} \leq 0 \\ 1 & \quad \mathrm{MQ} _ {\mathrm{h}, \mathrm{j}} > 0 \end{array} \right.
\]
\( MQ_{h,j} \) has the meaning given in Paragraph 4.1.

1-18 Remuneration of Spilled Energy
5-1 For each hour (h), the Offtakers shall remunerate the user with the Spilled Quantity Remuneration Amount (SQR\( _{h} \)), defined in Saudi Riyals and calculated as follows:
a) For spilled energy quantities from conventional generation sources:
\[
\mathrm{A} = \left(\mathrm{CSQ} _ {\mathrm{h}} \times \mathrm{CSQC} _ {\mathrm{h}}\right) \div 1 0 0
\]
b) For spilled energy quantities from renewable generation sources:
\[
\mathrm{B} = \left(\mathrm{RSQ} _ {\mathrm{h}} \times \mathrm{RSQC} _ {\mathrm{h}}\right) \div 1 0 0
\]
c) The total hourly Spilled Quantity Remuneration Amount is:
\[
\mathrm{SQR} \mathrm{A} _ {\mathrm{h}} = \mathrm{A} + \mathrm{B}
\]
Where for each hour (h):
CSQC \( _{h} \) is the conventional energy spilled charge, which is the applicable estimate of the Short Run Marginal Cost (SRMC) of electricity production applicable to hour h.
RSQC \( _{h} \) is the renewable energy spilled charge applicable to hour h determined by the Principal Buyer (PB), which is the lesser of:
a) SRMC applicable in hour h; and
b) The year ahead weighted average energy charge of available renewable power plants contracted to the PB under long-term Power Purchase Agreements (PPAs), as determined through the following procedure:
(i) For all contracted renewable plants (individually denoted r, there being a total of R such plants overall), the PB shall calculate the Energy Charge (ECr) expected to be payable to each contracted renewable plant in the calendar year in which the RSQC will apply. This calculation will be performed in units of Halalah per kWh.
(ii) The PB shall calculate the amount of generation in kWh ( \( Q_{r} \) ) that each contracted renewable power plant is expected to produce in the calendar year in which the RSQC will apply.

(iii) The PB shall rank ECr of all R contracted renewable plants in order of their ECr from lowest to highest, with the purpose of identifying the set of S plants – where S is a subset of R – that minimizes the following expression:
\[
\sum_ {S \subset R} E C _ {r} \times Q _ {r}
\]
Subject to the following constraint being satisfied:
\[
\sum_ {S \subset R} Q _ {r} \geq \left[ 0. 0 5 \times \sum_ {R} Q _ {r} \right]
\]
(iv) If the set of S contracted renewable plants selected through step (iii) includes less than three plants, the set S shall be expanded to include 3 contracted renewable plants with the lowest values of ECr amongst the whole set of all R contracted renewable plants.
(v) The year ahead weighted average price of available contracted renewable power plants shall then be calculated as follows:
\[
\frac {\sum_ {S \subset R} (E C _ {r} \times Q _ {r})}{\sum_ {S \subset R} (Q _ {r})}
\]
5-2 The SRMC mentioned in Paragraph 5.1 shall by determined by the PB in accordance with procedural steps required in the Authority's Bulk Supply Charging Methodology.
