It covers economic activities authorized by the Ministry of Tourism in accordance with the national classification of economic activities, as stipulated in the Tourism Law issued by Royal Decree No. (7365) dated 29/01/1441 AH and its implementing regulations, and pursuant to the scope defined under Article (3) of this Policy. Article (2): Policy Objectives The purpose of this Policy is to establish the requirements, instructions, and rules governing the localization of activities and the registration of workers in the facilities falling within its scope. This is in implementation of the provisions set forth in the Tourism Law (paragraph 3 of Article 3 of the Law) and in accordance with the regulations governing activities supervised by the Ministry. Article (3): Application Scope This Policy shall apply to all tourism facilities licensed by the Ministry of Tourism, in accordance with the economic activities authorized under the National Classification for the Economic Activities. Article (4): Localization Rates 1. Licensed facilities shall comply with the localization rates specified in the decisions issued by the Ministry of Human Resources and Social Development for the localization of professions, in accordance with the phases determined for the implementation of such decisions. 2. All licensed tourism facilities referred to in Article (3) of this Policy shall achieve a minimum of 50% localization of their total workforce by January 3, 2028, according to the following phased targets: • 40% localization by April 22, 2026 • 45% localization by January 3, 2027 • 50% localization by January 3, 2028 4 [Non-Text] Article (5): Worker Registration 1. All tourism facilities licensed by the Ministry must register their workers in the facility's file, linked to the tourism license, within the laws of the Ministry of Human Resources and Social Development prior to the commencement of work. 2. All tourism facilities licensed by the Ministry must document the contracts of all workers—whether contractual, seconded, temporary, seasonal, or outsourced—on the Ajeer platform of the Ministry of Human Resources and Social Development, or any other platform designated by the Ministry, prior to the commencement of work at the facility. 3. Tourism facilities that operate multiple licensed branches must register their workers in the facility's file linked to the tourism license for each branch within the laws of the Ministry of Human Resources and Social Development, in accordance with the regulations issued by the Ministry. 4. All tourism facilities licensed by the Ministry must update worker data—either directly in the licensed registry or indirectly through operating companies—on the laws and platforms of the Ministry of Human Resources and Social Development, ensuring that all updates reflect the actual number of workers at the facility, in accordance with the policies and regulations issued by the competent authorities. 5. All tourism facilities licensed by the Ministry must update the data of all their workers in the Ministry of Tourism's laws, in accordance with the circulars and procedures issued by the Ministry. Article (6): General Controls 1. All licensed tourism hospitality facilities, upon the entry into force of this Policy, must ensure the presence of a Saudi receptionist at the facility during working hours. 2. Licensed tourism facilities within the scope of this Policy, as defined in Article (3), must commit to assigning or outsourcing work only to professions subject to localization decisions issued by the Ministry of Human Resources and Social Development. Such assignments or outsourcing must be made exclusively to facilities licensed by the Ministry of Tourism or authorized by the Ministry of Human Resources and Social Development to employ Saudi workers. http://dol.gov.udec.mo/udec_doe_doe_doe_doe_doe_doe_doe_doe_doe_doe_doe_doe_odo 5 [Non-Text] 3. Licensed tourism facilities within the scope of this Policy, as defined in Article (3), shall be prohibited from assigning or outsourcing work for professions subject to localization decisions to facilities or workers located outside the Kingdom of Saudi Arabia. Article (7): Violations and Penalties Violations of this Policy shall be monitored and enforced by the Ministry of Tourism and the Ministry of Human Resources and Social Development, in coordination with each other, in a manner that respects the legal jurisdiction of each authority. Article (8): Policy Effectiveness This Policy shall come into force as of the date specified in the relevant ministerial resolution issued in this regard.
