10

MAWANI
الطيفه العامه للعلون
SAUDI PORTS AUTHORITY
Security, Safety, Health, and Environment Standards
o. Safety and Health Procedures:
o, \ The Authority is committed to carrying out all its activities in a safe manner and taking into consideration safety and health requirements in order to prevent occupational accidents, injuries and diseases that may result from such activities.
o,^ One of the objectives of ports is to a implement (Zero Harm) policy for all employees, operators and contractors as well as port neighbors of companies and individuals.
o,^ Safety and health are an integral part of the way ports operate.
7. Parts of Safety and Health Procedures:
The concept of "Plan, Do, Check, Act" (PDCA) serves as the foundation for implementing safety and health measures in ports. Each part of this concept will be explained below, along with its components:
a) Plan:
A strategic activity aimed at identifying and assessing safety and health risks, with the objective of recognizing the best opportunities available to continuously and progressively improve safety and health performance over time.
1. Leadership and Accountability:
One of the key pillars of safety and health procedures is the tangible and visible leadership in these measures by all employees. This is achieved by providing the resources necessary for implementing the procedure, defining individual responsibilities regarding safety and health, and actively participating in implementing these procedures through setting annual objectives and monitoring their application. This is detailed in standard HSES-P.·£ (Port Structure alongside Roles and Responsibilities in Safety, Health, Environment, and Security), HSES-P.\. (Objectives and Planning), and HSES-P.·V (Assessment of Opportunities for Improving Safety, Health, Environment, and Security), as well as HSES-P.\. (Communication on Safety, Health, Environment, and Security within and outside Ports).
Y. Risk Assessment:
The planning process involves identifying risks and developing appropriate solutions to eliminate or mitigate them. The methodology for risk assessment is outlined in standard HSES-P.·7 (Procedures for Risk Assessment in Safety, Health, Environment, and Security).
Y. Communication and Employee Consultation:
The procedure must include a method for communicating safety and health importance to employees, contractors, operators, and others while ensuring continuous communication and consultation. This is described in standard HSES-P.·o (Consultation with Workers Regarding Safety, Health, Environment, and Security), HSES-P.·V (Assessment of Opportunities for Improvement), and HSES-P.·l (Communication Regarding Safety, Health, Environment, and Security within and outside Ports).
ε. Competence and Training:
The training needs of employees, operators and contractors must be determined by identifying the requirements of each safety job to ensure that all employees are competent to work properly. The HSES-P.·Y standard (Safety, Occupational Health, Environment and Security training plans) has therefore been developed.
o. Emergency Planning:
This standard explains how to identify emergencies, prepare the required arrangements, train employees for these situations, and conduct field exercises to evaluate the readiness of ports and their teams. It is detailed in standard HSES-P.·9 (Emergency Planning).
17

Security, Safety, Health, and Environment Standards
b) Do:
Within the Safety and Health Management System, implementation is the second step after planning, aiming to turn these plans into a tangible reality that strives to minimize operational risks in ports. This is achieved through the following developed standards:
I. Job Safety Analysis and Planned Job Observation:
'1, ' This standard seeks to analyze all port tasks and jobs, selecting those with high risk. Each task is to be documented in detail, including the job steps, identifying risks at each step, and the necessary solutions and procedures for employees to follow.
'1, ' The aim is to provide a clear and detailed description of high-risk jobs so that employees can follow proper steps according to standard OHS-P. · Y (Job Safety Analysis and Planned Job Observation).
P. Employee Safety Handbook:
The port management is responsible for providing port users (employees, contractors, visitors, and the like.) with sufficient information to perform their tasks safely. This is addressed in OHS-P. \ (Employee Safety Handbook - H&S Employee Handbook), which outlines the hazards in the port and how to deal with them.
Port traffic Safety:
Ports experience high traffic density with many light and heavy vehicles entering for operations and cargo handling. To address traffic-related risks, standard OHS-P.·& has been developed which focuses on controlling traffic risks and reducing serious accidents in ports.
ε. Safety Signage and Color Coding
Risk control methods include clear signage to avoid hazards, such as warning signs, mandatory signs, fire signs, prohibition signs, and safety signs which are used in emergency. This is detailed in OHS-P.·o (Safety Signs and Color Coding), for this reason.
0. Lifting Operations, Storage, and Cargo Handling:
Lifting, storing, and handling various types of cargo are routine operations in ports that pose diverse risks, such as container falls, exposure to hazardous goods, or accidents during transportation. Transporting and handling of goods is a routine that constantly occurs at ports and must be managed uniformly, so the following standards have been developed:
o, Standard OHS-P.·7 (Procedures for Handling Lifting Operations) covers the duties of the crane operator, the precautions that must be taken, and the annual tests that need to be conducted.
o, Standard OHS-P.·V (Handling cargo), establishes key foundations to ensure the safe handling of goods, providing clear guidelines on handling hazardous and radioactive materials, along with the necessary precautions to be observed.
o, Standard OHS-P.·Λ – covers safe storage practices, shipping and unloading methods, and transporting goods between ships, as well as other practices.
o, Standard OHS-P.Y. – establishes guidelines for containers handling.
1. Safety in Projects:
Ports carry out many internal projects and supervise projects carried out by companies within the port. In order to ensure a safe implementation free of injuries and damages, the OHS-P. \( ^{1} \) standard
IV

MAWANI
الطينه العامه للعوايي

has been developed to establish project Health and Safety requirements that should be implemented by contractors and operators within the port as well as companies leasing land to build some factories.
V. Compressed Gas Cylinders:
Ports contain numerous compressed gas cylinders used by contractors' employees, operators, and truck drivers, including acetylene, oxygen, and other gases essential for maintenance and welding. However, these cylinders can pose significant hazards if not handled properly. To address this risk, the OHS-P.\\ (Gas Cylinders) standard has been developed.
A. Management of Change (MoC):
A, 1 Ports must monitor any changes or proposed modifications within the facility that could negatively impact health and safety. The types of changes that need to be considered include:
A, 1, 1 Internal Changes:
A, 1, 1, 1 Organizational changes (e.g., changing staff or employees).
A, 1, 1, 1 Changes in the activities (e.g., changes in operations, equipment, infrastructure and programs).
A, 1, 1, 1 Physical changes (e.g., new chemicals and packaging).
A, 1, 1, 1 Changes in the Health and Safety Management Regulations (e.g. procedures)
A, 1, 1, 1 External Changes:
A, 1, 1, 1 Changes in legislation related to occupational safety and health.
A, 1, 1, 1 Developments in knowledge and technology related to occupational safety and health.
A, 1, 1, 1 Each time an internal change (or proposed change) is introduced within the workplace, with potential implications for safety and health, ports should:
A, 1, 1, 1, 1 Identify and evaluate the underlying risks associated with (change).
A, 1, 1, 1, 1, 1 Consider risks before introducing (change).
A, 1, 1, 1, 1, 1 Implement control measures during or before the change.
A, 1, 1, 1, 1, 1, 1 Assess the impact on safety and health processes within the facility each time a related external change is introduced, before taking any action.
A, 1, 1, 1, 1, 0 Conduct the above assessment in consultation with the appropriate workforce.
A, 1, 1, 1, 1, 1, 1 Inform all affected parties through the appropriate communication channels (e.g., newsletters, posters, presentations, brochures, and similar methods) when implementing the change.
A, 1 OHS-P. 1 1 Standard has been developed to describe the safe management of the change process inside the port.
9. Procurement Procedures and Contractor Selection:
9,1 The Procurement Department, along with other Departments, must comply with the regulatory documents issued by the relevant agencies when purchasing equipment and tools for ports. They must also exercise utmost diligence to ensure the safety of all materials and equipment.
9,1 For awarding contracts to contractors, ports must conduct a process of examining contractors to ensure that they are competent in safety and health matters and that they have the ability, knowledge, and expertise necessary to perform the work awarded to them in a safe and healthy manner.
9,1 The OHS-P.1Y Standard for contractor selection and procurement procedures has been developed to entail the method of selecting contractors and purchasing procedures.
1 A

1. Personal Protective Equipment PPE:
Personal Protective Equipment PPE, such as helmets, goggles, and protective clothing, safeguards the user's body from injuries, infections, wounds, and the like, but must be used cautiously since they reduce the risks of different hazards such as physical, electrical, thermal, chemical or biological materials, or suspended items. Relying solely on equipment to mitigate risks is insufficient, as protective measures have limitations. Handling equipment requires caution, as neglect can increase exposure to hazards despite wearing protective gear. Therefore, the OHS-P.\( ^{1} \) standard outlines the selection criteria and specifications for protective equipment, aligning with international standards.
11. Permit to Work (PtW):
The advantages and benefits of Permit to Work include preventing losses by implementing all necessary precautions and measures, ensuring the competence and capability of work executors, isolating the work site as a separate unit to facilitate task execution, clearly defining roles and responsibilities between permit issuers and recipients, and fostering effective collaboration between the job requester and the executor. Accordingly, the following standards have been established for Permits to Work:
1. OHS-P.10 Permit to Work
Y. OHS-P.10, · 1 Hot Work
Y. OHS-P.10, · Y Confined Spaces and Gas Testing
&. OHS-P.10, · Y Working at height
o. OHS-P.10, · & Diving License
1. OHS-P.10, · 0 Cool Work Permit
V. OHS-P.10, · 1 Explosives Permit
A. OHS-P.10, · V Excavation Permit
4. OHS-P.10, · Λ Lock Out Tag Out LOTO.
1Y. Smoking at Ports:
Smoking is one of the main causes of fires, so the Authority has put in place counter measures to control smoking and its effects at the port through Standard OHS-P.1.
1Y. Underwater Diving Operations and Measures for Workers' Survival and Protecting Buoyancy Gear
Important port operations include diving and workers' survival and buoyancy gear, which can lead to severe injuries. Therefore, the OHS-P.1V Standard addressing water or near water-related workplace hazards has been developed.
1∠. Maritime Safety:
1∠, 1 The port work is divided into two parts: Maritime and land-based work, so sea-based work is important at the port and therefore there is a Maritime Safety Department to ensure the safety in the seaside of the port.
1∠, 1 This standard concerns maritime safety, safe access to ships and safe guidance routes, as well as tagging, berthing, docking, navigation warnings and declarations, as well as the safety of guides during decking and safe navigation in the vicinity of the port, so OHS-P.1 Standard has been developed.
c) Check and Act:
The process involves monitoring and measuring operations, implementing safety and health plans, and reporting. Its primary objective is to determine performance and the quality of implementing plans, establishing mechanisms and methods to verify that safety requirements are properly

This requirement measures the application of laws in the Kingdom. It is crucial and must be clearly measured by ports to avoid legal liability. Standard HSES-P. \( ^{1} \) ensuring this requirement measurement has been developed for this purpose.
Y. Inspection and Patrols (Security, Safety, Health and Environment):
This involves measuring, inspection and patrol operations for Security, Safety, Health and Environment. Standard HSES-P. \( ^{10} \) has been developed to ensure this requirement measurement.
Y. Incident Reporting and Investigating (Security, Safety, Health and Environment):
Methods of reporting and investigating incidents and following up on the implementation of investigative outcomes are done via Standard HSES-P. \( ^{11} \) .
ε. Security, Safety, Health and Environment Statistics:
Conducting statistics and monitoring them are vital for decision-making and tracking safety and health systems. Therefore, Standard HSES-P. \( ^{1} \) has been developed to develop statistics that must be measured periodically.
o. Review and Revision:
A number of steps and actions taken to ensure continuous improvement and corrective actions for attaining goals. Regular comprehensive reviews outlined in HSES-P. \( ^{19} \) standard is a comprehensive review of actions taken by the Authority.
Besides, periodic scrutiny of procedures ensures that everyone performs their duties outlined in HSES-P. \( ^{1} \) Standard which explains the internal and external audit process.
V. Continuous Improvement
Continuous improvement is one of the most important safety and health procedures, achieved through practical suggestions and initiatives that improve procedures, reflecting positively on safety and health by reducing injuries, damage, and other hazards. Port Management must strive annually to develop initiatives that enhance safety.
