GACA Circular
To: All airlines operating in the airports of the Kingdom of Saudi Arabia, including general aviation.
Subject:
Ensure that passengers traveling to the Kingdom of Saudi Arabia for Umrah purposes to provide an Active Umrah Visa.
Reference:
1. Article (23) of the Civil Aviation Act.
2. Article (138) of the Civil Aviation Act.
3. GACA Circular No. (4/10478) dated on 01/10/2020.
4. GACA Circular No. (1441/2066/4) dated on 23/05/2019.
Instructions:
1. Do not board passengers traveling to the Kingdom for Umrah purposes unless providing active Umrah Visas from the Ministry of Foreign Affairs system, without prejudice to GACA circular No. (10478/4) dated 01/10/2020.
2. Failure to comply with circulars issued by GACA is an explicit violation of government orders, and legal procedures will be applied on the violator and will be held responsible.

التعليمات:
يجب عدم تصعيد المسافرين القادمين الي المملكه لفرض العمره الا
بعد التاكد من وجود تاشيرات العمره الفعاله علي نظام وزاره
الخارجيه، مع عدم الاخلال بما ورد في تعميم هييه الطيران المدني
رقم (٤/١٠٧٨) وتاريخ ١٤٠٧٧.
ان عدم الالتزام بالتعاميم التي تصدرها الهييه بعد مخالفه صريحه
لاوامر الحكوميه وسيتم اتخاذ الاجراءات النظاميه بحق المخالف
