GACA® الهييه العامه للطيران المدني General Authority of Civil Aviation Safety Bulletin SB No.: 002 Issued: 23 March 2016 Subject: Small vehicles (e.g. self-balancing scooter/hoverboard) that are powered by lithium-ion batteries in passenger checked and/or carry-on baggage. Ref Publications: IATA Small Vehicles Powered by Lithium Batteries Leaflet Updated 19 February 2016 Applicability: All air operators, aerodrome operators and all private persons wishing to transport small vehicles (e.g. self-balancing scooter/hoverboard) that are powered by lithium-ion batteries in passenger checked and/or carry-on baggage. Description: The fire risk posed by small vehicles which are powered by lithium-ion batteries has been a concern for civil aviation authorities and airlines worldwide. Many airlines around the world, including major airlines in Saudi Arabia, have imposed bans on these devices earlier this year. The International Civil Aviation Organization who sets the international standards related to the safe transportation of dangerous goods by air has identified lithium batteries as a significant safety risk to civil aviation and thus set stringent safety standards for transmitting lithium batteries by air. Recommendations: 1) Persons wishing to transport small vehicles (e.g. self-balancing scooter/hoverboard) that are powered by lithium-ion batteries in passenger checked and/or carry-on baggage should consult with their airline to learn of their specific policies. Safety Bulletin SB No.: 002 Issued: 23 March 2016 الموضوع: العربات الصغيره (مشل السكوتر ذاتيه التوازن / معدات النتزج الالي) التي تعمل بواسطه بطاريات اللشيوم ايون ويتم نقلها عن طريق فحص الامتعه او تحمل علي مكن الطايره. مرجع المنشوره: نشره الارشاد من قبل الاتحاد الدولي للنقل الجوي في ما يخص العربيات الصغيره التي تعمل بواسطه بطاريات اللشيوم. تم تحديدها بتاريخ ١٩ فبراير ٢٠١٥ م. امكانيه التطبيق: جميع شركات الطيران ومشغلي المطارات وجميع الافراد الذين يغبون في نقل العربيات الصغيره (مثل السكوتر ذاتيه التوازن / معدات التزلج الالي) التي تعمل بواسطه بطاريات الليشيوم ايون ويتم نقلها عن طريق فحص المتعه او تحمل علي مكن الطايره. وصف: خطر الحريق الذي تمثله العربيات الصغيره التي تعمل بواسطه بطاريات البيييوم ايون يشكل مصر قد لسلطات الطيران المدني وشركات الطيران في جميع انحاء العالم. وقد قامت العديد من شركات الطيران في جميع انحاء العالم بما ي ذلك شركات الطيران الكيري في المملكه العربيه السعوديه بحظر هذه الاجهزه في وقت سابق من هذا العام. منظمه الطيران المدني الدولي (الايكاو) هي الجنه التي تحدد الماعير الدوليه فيما يخص النقل الامر للمواد الخطره عن طريق الجو وقد حددت ان بطارات البليثوم تشكل خطرا كبير علي سلامه الطيران المدني، وبالتالي وضعت المنظمه معابير صارمه لسلامه نقل بطارات البليثوم عن طريق الجو. توصيات: (1) يجب علي الاشخاص الذين يرغبون في نقل العريات (الصغيره مثل (السكوتر ذاتيه التوازن / معدات التزلج الاعلي) التي تعمل بواسطه بطاريات البليثوم ايون ويتم نقلها عن طريق فحص الامتعه او تحمل علي متن الطايره، التشاور مع شركات الطيران لمعرفه السياسات الخاصه بهم. C Page 1 of 2 GACA® الهييه العامه للطيران المدني General Authority of Civil Aviation 2) Air operators must ensure that when they or their passengers transport lithium batteries by air (including any equipment that contains lithium batteries) that they do so in accordance with the technical requirements prescribed in GACAR Part 109 and the ICAO Technical Instructions. Operators who chose to implement policies that prohibit the transportation of small vehicles powered by lithium-ion batteries in passenger checked and/or carry-on baggage should take appropriate steps to advise their passengers accordingly. 3) Aerodrome operators should work with all of the airlines serving their aerodrome to ensure that the information conveyed to the travelling public concerning the transportation of lithium batteries is consistent and correctly conveys the various airline policies and regulatory requirements. (٢) يجب علي جميع المشغلين الجويين عند نقل بطاريات الليشيوم عن طريق الجو (بما في ذلك اي من المعدات التي تحتوي علي بطاريات الليشيوم) التاكد من تطبيق المتطلبات الغنيه المنصوص عليها في لوايح الهينه العامه للطيران المدني التنفيذيه الجزء ١٩ والتعليمات الفنيه من قبل منظمه الطيران المدني الدولي ويجب علي المشغلين الجويين الذين اختاروا حظر نقل العربات الصغيره (مثل السكوتر ذاتيه التوازن / معدات التزجح الالي) التي تعمل بواسطه بطاريات الليشيوم ايون ويتم نقلها عن طريق فحص الامعه او التي تحمل علي من الطايره اتحاذ الخطوات المناسبه لاشعار الركاب مسبقا بذلك. 3) Aerodrome operators should work with all of the airlines serving their aerodrome to ensure that the information conveyed to the travelling public concerning the transportation of lithium batteries is consistent and correctly conveys the various airline policies and regulatory requirements. (3) يجب علي مشغلي المطارات التنسيق مع جميع المشغلين الجويين الذين يخدمون المطارات للتاكد ان المعلومات التي يتم ايصالها الي المسافرين بشان نقل بطارات البشوم تكون متوافقه مع السياسات وال متطلبات التنظيميه المختلفه للمشغل الجوي.
