Subject: The mutual exemption for citizens of the Kingdom of Saudi Arabia and the Republic of Azerbaijan holders of (Diplomatic, Special, and Service) passports from the short-term visa requirements. Reference: 1. Article No. (23) of the Civil Aviation Law. Instructions: 1. Allowing airlines to transport passengers who are citizens of the Kingdom of Saudi Arabia and the Republic of Azerbaijan, holding (Diplomatic, Special, and Service) passports, to enter each other's countries without the need for a short-stay visa. 2. Airlines shall take necessary precautions at the point of embarkation to ensure that persons are in possession of the documents prescribed by the States of transit and destinations for control purposes. 3. All airlines operating in the Kingdom of Saudi Arabia including Private Aviation, shall comply with the circulars, orders, and instructions issued by ACA.
