Subject: Allowing Palestinian passengers, holders of German travel documents, who hold Hajj, Umrah, and Visit visas to enter the Kingdom of Saudi Arabia. Reference: 1. Article No. (23) of the Civil Aviation Law. Instructions: 1. Airlines are allowed to transport Palestinian passengers, holders of German travel documents, who hold Hajj, Umrah, and Visit visas to the Kingdom. 2. Airlines shall take necessary precautions at the point of embarkation to ensure that persons are in possession of the documents prescribed by the States of transit and destinations for control purposes. 3. Failure to comply with circulars issued by GACA is an explicit violation of the government's orders. Violators shall be held responsible, and legal procedures shall be initiated against them.
