Subject: Regarding the procedures and controls for the clearance of medications containing narcotic substances or psychotropic drugs for personal use, carried by patient's passengers coming to or from the Kingdom or those acting on their behalf. Reference: 1. Article No. (23) of Civil Aviation Law. 2. Clause (1) of Article No. (11) of the Implementing Regulation of Combating Narcotics and Psychotropic Substances Law. Instructions: 1. All airlines must ensure that patients passengers coming to or from the Kingdom who are carrying medications containing narcotic substances or psychotropic drugs for personal use, or those acting on their behalf, obtain a clearance permit for those medications through the Controlled Drugs System (CDS) electronic platform via the link (http://cds.sfda.gov.sa) or by scanning the QR code provided below, effective from 01/11/2025. 2. All airlines operating in the Kingdom of Saudi Arabia, including Private Aviation, shall comply with circulars, orders, and instructions issued by GACA.
