To: All airlines operating in the airports of the Kingdom of Saudi Arabia, including Private Aviation. Subject: Compliance with matching travel documents for all passengers traveling from and to the Kingdom. Reference: 1. Article No. (23) of the Civil Aviation Law. 2. Article No. (138) of the Civil Aviation Law. 3. National Air Transport Facilitation Program. 4. GACA Circular No. (5141/5) Dated 07/09/2023. 5. GACA Circular No. (39045/5) Dated 23/04/2023. 6. GACA Circular No. (30961/5) Dated 19/02/2023. Instructions: 1. All airlines must ensure that the passenger's travel documents such as (Passport – Visas) are valid, and match the information mentioned in the Visa with the information in the passport for passengers traveling from and to the Kingdom. 2. All Airlines must return passengers who do not hold valid travel documents and were denied entry to the Kingdom. The airlines will be responsible for the cost of passenger detention, from the moment the decision is taken to deny entry, until his/her deportation from the Kingdom. 3. Failure to comply with circulars issued by GACA is an explicit violation of the Government's orders. Violators shall be held responsible, and legal procedures shall be initiated against them.
