ZATCA: Zakat, Tax and Customs Authority. Y. Governor: Governor of ZATCA. Y. Common Customs Law: The Common Customs Law of Gulf Cooperation Council States, as approved by Royal Decree No. M/41 dated 3/11/1423H. £. Implementing Regulations: Implementing Regulations of the Common Customs Law as approved by Ministerial Resolution No. 2748 dated 25/11/1423H. °. Statute: ILBZ Statute issued by Royal Order No. A/17 dated 01/02/1440H. 1. Governing Body: General Authority of Civil Aviation. V. Zone Implementing Regulations and Decisions: Implementing Regulations governing the Integrated Logistics Bonded Zone. A. ILBZ or Zone: Integrated Logistics Bonded Zone. 9. Operator: The entity entrusted with operating and managing the ILBZ. 1. Clearance Authorities: The authorities competent to release the materials stipulated under Article 5 of these Regulations, each according to their specialization. الماده الاولي: التعريفات يقصد بالالغاظ والعبارات الاتيه اينما وردت في هذه القواعد المعاني الموضحه امام كل منها في هذه الماده، ما لم يقتض السباق خلاف ذلك. 1. الهينه: هييه الزكاه والضريه والجمارك. ٢. المحافظ: محافظ هييه الزكاه والضريه والجمارك. ٢. نظام الجمارك الموحد لودل مجلس التعاون لدول الجمارك ال Libya الخليج العربيه الموافق عليه بالمرسوم و تاريخ (٤١/٥) (٤٣/١١/٣) ٤. اللاتحه التنفيذيه: اللاتحه التنفيذيه لنظام الجمارك الموحد الصادره بالقرار الوزاري رقم (٤٦٣/١١/٢٥) وتاريخ (٧٤٨) ٥. التنظيم: تنظيم المنطقه الخاصه الوجستيه المتكامله الصادر بالامر الملكي رقم ١/١ و تاريخ ١/١٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠٠ ٦. الجهه المختصه: الهييه العامه للطيران المدني. ٧. اللاتحه والقرارات التنفيذيه للمنطقه: اللاتحه التنفيذيه لتنظيم المنطقه الخاصه اللوجستيه المتكامله. ٨. المنطقه: المنطقه الخاصه اللوجستيه المتكامله. ٩. الجهه المشغله: وهي الجهه التي يسند لها اعمال تشغيل واداره المنطقه الخاصه اللوجستيه المكامله. ١٠. جهات الفسح: وهي الجهه المختصه بfssح المواد المنصوص عليها في الماده الخاصه من هذه اللانحه كلا بحسب اختصاصه. اكتوبر ٢٠٢٢ [Non-Text] هينه الازكاه والضريه والجمارك Zakat, Tax and Customs Authority GACA® الهييه العامه للطيران المدي General Authority of Civil Aviation 11. License: Document issued by the Governing Body for Zone Entities to carry out the activities stipulated under Article 6 of the Statute. 17. Operational Fitness Certificate: Document issued by the Operator authorizing a Zone Entity to conduct operations in the ILBZ Warehouse or Warehouses, after ensuring that all requirements are met. 17. Zone Entity: This term shall have the meaning ascribed thereto in the Statute, which is any company or branch of a company that engages in activities inside the ILBZ as referred to under Article 6 of the Statute. 18. Warehouse: Site or building whose features are defined by the Operator within the geographical boundaries of the ILBZ and in which goods are deposited under the supervision of GACA whereby the levying of customs duties and value added tax is suspended. 19. Goods: All goods, products, parts, substances, devices, machinery or intellectual product of any kind that is imported to or enters the ILBZ, including goods used for the purposes of conducting activities such as light manufacturing, repair, maintenance, adjustment, changing and development in the Zone, 11. Prohibited Goods: Goods whose import and export is prohibited by the state under the Common Customs Law, Implementing Regulations thereof or other laws. ١١. الترخيص: وثيقه تصدر من الجهه المختصه للمنشات القايمه بالمنطقه لمزاوله الانشطه المنصوص عليها في الماده السادسه من تنظيم منطقه. ١٢. شهاده كفاعه التشغيل: وثيقه تصدر من الجهه المشغله ت辍ل المنشاه القايمه بمزاوله الاعمال التشغيله التجاريه في مستودع او مستودعات المنطقه الخاصه اللوجستيه المكتامله وذلك بعد التاكد من استيفاء جميع المتطلبات. ١٣. المنشاه القايمه: يكون لهذه العباره المعني المخصص لها في تنظيم المنطقه وهي اي شركه او فرع شركه يمارس داخل المنطقه الانشطه المشار اليها في الماده (الساده) من التنظيم المنطقه. ١٤. المستودع: المكان او البناء الذي يتم تحديد معالمه من قبل الجهه المشغله للمنطقه الخاصه، الجestheticه المتكامله وتكون داخل الحدود الجغرافيه للمنطقه الخاصه اللوجستيه المتكامله والذي تودع فيه البضايع تحت اشراف الهييه في وضع معلق للضرايب "الرسوم" الجمركيه وضريبه القيمه ١٥. البضاعه: جميع ما يستورد او يدخل الي المنطقه من منتجات وسلع وقطع ومواد واجهزه ومعدات وغيرها علي اختلاف انواعها واشكالها، بما في ذلك ما يستخدم في العمليات التصنيعيه البيييه والاصلاح والصيانه والتعديل والتغيير والتطوير داخل المنطقه. ١٦. البضايع الممنوعه: البضايع التي تمنع الدوله استيرادها او تصديرها بالاستثناء الي احكام نظام الجمارك الموحد ولانحته التنفيذيه او نظام اخري. اكتوبر ٢٠٢٢ [Non-Text] صيده الازكاه والضريه والجمارك Zakat, Tax and Customs Authority GACA الهييه العامه للطيران المدن General Authority of Civil Aviation 17. Customs Declaration: The declaration submitted by the owner of the Goods or representative thereof, which details the distinguishing elements of declared Goods and quantities thereof in accordance with the provisions of the Common Customs Law. 18. Virtual Code: Virtual Code (number) for exporting and importing Goods from and into the Zone. 19. GCC states: Gulf Cooperation Council 20. Transport Companies: companies that provide logistical services to transfer Goods from the Zone to mainland البيان الجمركي: الاقرار الذي يقدمه صاحب البضاء او من يقوم مقامه، المتضمن تحديد العناصر المميزه لتلك البضاء المصرح عنها وكمياتها بالتفصيل وفق احكام نظام الجمارك الموحد. الرمز الافتراضي: رمز (كود) افرتاضي: رزم (الصادره) لشحنات الصادره والمنشيات القايمه داخل وخارج المنطقه. دول المجلس: دول مجلس التعاون لدول الخليج العربيه. شركات النقل: شركات تقدم خدمه نقل البضايع من المنطقه والي البلد الرييس. Article 2: The entry and storage of Goods into ILBZ or the Warehouses a. Local and foreign Goods from inside or outside the Kingdom may enter the Zone, with the exception of Prohibited Goods. b. Goods may enter Warehouses inside or outside the Customs office without paying customs duties and taxes in accordance with the provisions of the Common Customs Law and the ILBZ Statute. c. It is permitted to enter Goods imported through land, sea, dry port, and airports, as well as from other depository zones or duty-free markets, without the need to complete procedures for lifting restrictions and issuing release permissions from the Clearance Authorities, and Goods whose release requires certification الماده الثانيه: ادخال البضايع وتخزينها في المنطقه او المستودعات يجروز ادخال اي بضايع وطنيه او اجنبيه من داخل المملكه او خارجها بالمنطقه ويستثني من ذلك البضايع الممنوع استيرادها وفق انظمه المملكه. يجروز ادخال البضايع في المستودعات داخل الدايره الجمركيه او خارجها دون تاديه الرسوم الجمركيه والضريه عليها ووفق احكام نظام الجمارك الموحد وتنظيم المنطقه. يسمح بادخال البضايع الوارده عن طريق المنافذ "البربيه، والبحريه، المواني الجافه، والجويه" وكذلك الوارده من مناطق الايداع الاخري او الاسواق الحره، وذلك دون اكتمال اجراءات رفع القيد واصدار اذنيات الفسح من جهات الفسح، وكذلك البضايع التي يتطلب فسحها ج اكتوبر ٢٠٢٢ [Non-Text] صيده الازكاه والضريه والجمارك Zakat, Tax and Customs Authority GACA الهييه العامه للطيران المدي General Authority of Civil Aviation from the specialized bodies, or examination procedures in governmental or private laboratories. d. In case of entry of Goods to the Kingdom of Saudi Arabia, all requirements for lifting restrictions should be met, in compliance with all import and export regulations and instructions. شهادات من جهات ذات اختصاص او اجراءات فحص لدي المختبرات الحكوميه او الخاصه. في حال الرغبه بادخال البضايع الي المملكه العربيه السعوديه يجب ان تستوفي كامل اشراطات رفع القيد مع مراعاه جمع الانظمه والتعليمات في عمليات الاستيراد والتصدي. د. Article 3: Transporting Goods from ILBZ or Warehouses to other zones or warehouses within the Kingdom or to GCC States الماده الثالثه: نقل البضايع من المنطقه او المستودعات الي مناطق او مستودعات اخري داخل المملكه او لدول المجلس a. Goods may be transported between ILBZ zones or Warehouses to GCC States, or from GCC States to other countries, without imposing fees or duties thereon upon exportation in accordance with the statutory procedures. ا. يجوز نقل البضايع بين مناطق او مستودعات المنطقه الخاصه اللوجستيه المتكامله الي دول المجلس، او من دول المجلس الي الدول الاخري، دون مضوعها للرسوم الجمركيه عند الخروج وذلك وفقا للاجراءات النظاميه. b. Goods may be transported from ILBZ zones or Warehouses to other depositories inside the Kingdom of Saudi Arabia without imposing fees or duties thereon upon exportation. ب. يجوز نقل البضايع بين مناطق او مستودعات المنطقه الخاصه اللوجستيه المتكامله الي منطقه ibداع اخري داخل المملكه العربيه السعوديه دون خضوعها للرسوم الجمركيه عند الخروج. Article 4: Goods whose entry to ILBZ or Warehouses is prohibited الماده الرابعه: البضايع الممنوع ادخالها في المنطقه او المستودعات a. Goods prohibited under the provisions of the Common Customs Law and Implementing Regulations or any other law or resolutions in the Kingdom of Saudi Arabia. ا. البضايع الممنوعه بموجب احكام نظام الجمارك الموحد، او اللايحه التنفيذيه، او اي نظام، او قرارات اخري في المملكه العربيه السعوديه. b. Goods that violate the regulations and decisions related to the protection of intellectual, commercial and industrial property. ب. البضايع المخالفه للانظمه والقرارات المتعلقه بحمايه الملكيه الفكريه والتجاريه والصناعيه. الماده الخامسه: البضايع المقبد ادخالها في المنطقه او المستودعات اكتوبر ٢٠٢٢ [Non-Text] هييه الازكاه والضريه والجمارك Zakat, Tax and Customs Authority GACA الهييه العامه للطيران المدي General Authority of Civil Aviation a. The entry and exit of the following Goods is permitted conditional to obtaining the approval of the Clearance Authorities and under the supervision of the Governing Body: 1. Radioactive materials. Y. Military weapons, ammunition and explosives of any kind. r. Medicinal narcotics. b. The Governing Body shall coordinate with the Clearance Authorities in developing the rules and requirements for entry of restricted Goods to ILBZ, in coordination with ZATCA. Article 6: Storage options in ILBZ or the Warehouses Storage is permitted in zones or Warehouses as follows: a. Storage in Warehouses at room, refrigerated or freezing temperatures. b. Dry, refrigerated or frozen container storage. c. Light industry yard storage. d. Storage of dangerous goods (chemical and radioactive materials) after obtaining the necessary approvals from the Governing Body and the Operator. e. The storage and entry of Goods of Saudi origin to the Zone (for export outside the Kingdom) is permissible. Customs procedures shall be conducted and finalized without specifying a final destination. Said Goods shall be stored inside the ILBZ until a special request therefor is received for export outside the Kingdom. The owner of the Goods or representative thereof shall be allowed to export said Goods through the competent customs check. ا. يتم المساح بدخول وخروج وتخزين البضايع التاليه بشرط الحصول علي التصاريح والموافقات اللازمه من قبل جهات الفسح وذلك تحت اشراف الجهه المختصه ١. المواد المشته. ٢. الاصلحه الحربيه والذخاير والمتفرات ايا كان نوعها. ٣. المواد المخدره الطبيه. ب. تتولي الجهه المختصه التنسيق مع جهات الفسح في تطوير قواعد والشراطات دخول البضايع المقيده للمنطقه وبعد التنسيق مع الهييه. الماده السادسه: خيارات التخزين في المنطقه او المستودعات يسمح بالتخزين في المناطق او المستودعات وفق احد الخيارات التاليه: ا. تخزين في المستودعات بدرجه حراره طبيعيه او تبريد او تجميد ب. تخزين كحاويات جافه او مبرده او مجده. ج. تخزين في ساحات المنطقه كصناعات خفيفه. د. تخزين البضايع الخطره (المواد الكميوانيه والاشعاعيه) بعد الحصول علي المواقفات اللازمه من قبل الجهه المختصه والجهه المشغله. ه. يسمح بتخزين ودخول البضايع ذات المنشا السعودي (المعده للتصدير الي خارج المملكه) الي المنطقه وانهاء الاجراءات الجمركيه دون تحديد وجهه نهابيه. ويتم تخزينها داخل المنطقه الي حين ورود طلب خاص بهذه البضاعه في خارج المملكه. وسمح لمالك البضاعه او من يفوضه بتصديرها عن طريق الدايره الجمركيه المختصه. اكتوبر ٢٠٢٢ [Non-Text] صينه الزكاه والضريه والجمارك Zakat, Tax and Customs Authority GACA الهييه العامه للطيران المدني General Authority of Civil Aviation Article 7: Light manufacturing and logistics processes Zone Entities may perform maintenance, treatment, development, assembly, packaging, sorting, repair, kitting, mixing and merging processes, picking/packing operations and all Zone Activities stipulated in the Statute irrespective of whether the materials used in said processes originated from outside the Kingdom or from the mainland. Article 8: Recycling of refuse and electronic waste a. Zone Entities may recycle refuse and electronic waste and deduct the entered quantities from their inventory after obtaining ZATCA approval. b. Zone Entities may transfer ownership of refuse and electronic waste to other Zone Entities within the ILBZ. c. Export of refuse and electronic waste from the ILBZ is permitted, and customs procedures shall be applied according to the type of Customs Declaration and final destination. d. The Governing Body shall determine the licensing regulations for Zone Entities working in the field of refuse and electronic waste recycling. Article 9: Transfer of registration of stored Goods, or part thereof, by their original importer, to others الماده السابعه: العليات التصنيعيه البسيطه والخدمات اللوجستيه يسمح للمنشاه القايمه باجراء عمليات (الصيانه، المعالجه، التطوير، التجميع، التغليف والفرز، تصلبح، الخلط والدمج، والاعمال المنصوص عليها بتنظيم المنطقه) سواء كانت المواد المستخدمه في هذه العمليات من خارج المملكه او من البلد الرييس. الماده الثامنه: اعاده تدوير النفايات والمخلفات الالكترونيه يسمح للمنشات القايمه ب اعاده تدوير النفايات والمخلفات الالكترونيه وخصص الكميات المدخله من المMzون بعد موافقه الهينه. ب. يسمح للمنشات القايمه بنقل ملكيه النفايات والمخلفات الالكترونيه الي منشات قايمه داخل المنطقه. ج. يسمح باخراح النفايات والمخلفات الالكترونيه من المنطقه و tطبق الاجراءات الجركيه بحسب نوع البيان الجمركي والوجهه النهاييه. د. تتولي الجبه المختلفه تحديد لوايح الترخيص للمنشات القايمه العامه في مجال اعاده تدوير النفايات والمخلفات الالكترونيه. الماده التاسعه: نقل تسجيل البضاعه المودعه او جزء منها من قبل المنشاه القايمه المستورده الي منشيات قايمه اخري اكتوبر ٢٠٢٢ حينه الازكيه والضريه والحمارك Zakat, Tax and Customs Authority GACA الهييه العامه للطيران المدي General Authority of Civil Aviation a. The Established Entity shall be responsible for the stored Goods. b. responsibility / liability of stored Goods or part thereof may be transferred by the Established Entity (importer) to another Established Entity within the zone, Goods should be recorded under the name of the Established Entity that the Goods have been transferred to. c. All obligations shall be transferred to the Established Entity that the Goods have been transferred to from the date of approval through the electronic platform approved by ZATCA. ١. تكون مسؤوليه البضايع المودعه للمنشاه القايمه. ب. يجوز نقل مسؤوليه تسجيل البضاعه المودعه او جزء منها من قبل المنشاه القايمه المستورده للبضاعه الي منشاه قايمه اخري داخل المنطقه ويتم قيد البضاعه بالسجلات باسم المنشاه المنقول لها البضاعه. تحقق جميع الالتزامات والمسؤوليه المترتبه الي المنشاه المنقول لها البضاعه من تاريخ الموافقه وذلك عبر المنصه الالكترونيه المعتمده للهييه. Article 10: License In coordination with ZATCA, the Governing Body shall issue a License for Zone Entities, in order to grant them access to ZATCA systems to carry out operations. The Governing Body shall determine the validity period of the License. Article 11: Zone Entity Obligations Zone Entities shall comply with the following obligations: a. Operate Warehouses in the Zone and provide such Warehouses with the necessary labor and equipment to transport Goods from the Customs yard within the Zone, store Goods in Warehouses unload Goods in yards, manage the location of Goods, as well as organize and load Goods onto the means of transport after completing relevant customs procedures, and secure the transportation of Goods between offices, Warehouses, inspection and storage areas, in coordination with ZATCA specialists within the agreed Service Level Agreement. b. Assume full responsibility for their Goods transported to the Warehouses of Customs authorities. تصدر الجهه المختصه الترخيص للمنشاه القايمه وذلك بعد التنسيق مع الهينه لتقوم بمنحهم صلاحيات الدخول علي انظمه الهينه للقيام بالاسعار التشغيليه وتحدد الجهه المختصه مده سرين الترخيص. الماده الحاديه عشره: التزامات المنشات القايمه يجب علي المنشات القايمه الالتزام بالضوابط التاليه: ا. تشغيل المستودعات في المنطقه وتزويدها بالعماله والمدارات اللازمه لنقل البضايع من الساحه الجمركيه داخل المنطقه، وادخالها المستودعات او انزالها علي الارضفه، وترتيب مواقعها وتنظيمها وتحميلها علي وسناط النقل بعد انهاء اجراءاتها الجمركيه وتامين نقطها بين المكاتب والمستودعات ومناطق المعاينه والthzين بالتنسيق مع المختصين في الهينه بناء علي اتفاقيه مستوي الخدمه. ب. تحمل المسؤوليه الكامله عن البضايع الموعده في المستودع التابعه لها للمنشيات التي تقوم باعمال جمركيه. اكتوبر ٢٠٢٢ [Non-Text] هينه الازكاه والضريه والاجمارك Zakat, Tax and Customs Authority GACA الهييه العامه للطيران المدي General Authority of Civil Aviation c. Utilize technical systems for inventory management that are compatible with the technical systems of ZATCA and undertake the necessary and required integration of said systems with the systems employed by ZATCA. d. Provide the necessary devices, tools, and equipment to provide customs services. e. Assume liability vis-à-vis ZATCA for implementing tasks necessary to carry out customs procedures. f. Attain the necessary approvals from the Governing Body prior to subleasing Warehouses. The Governing Body shall inform ZATCA in the event that the Warehouse is subleased. g. Electronically archive all papers, files, records, correspondences, commercial contracts and documents of any kind related directly or indirectly to customs procedures for a period of no less than (5) five Gregorian years from the date of completing the customs procedures and make them available to ZATCA specialists upon request. h. Preserve stored Goods, dispose of damaged Goods in coordination with the competent Customs department, prepare the necessary reports in that regard, and bear all expenses incurred therefrom. i. Ensure that Zone Warehouse requirements are being met, including ensuring Zone and Warehouse security with automated devices, equipment and surveillance cameras based on the specifications and requirements stipulated and approved by ZATCA prior to the sourcing thereof. j. Provide technical specifications for security devices and systems for approval by ZATCA prior to the sourcing thereof. k. Allow ZATCA to audit and inspect stored goods in the zone and the Warehouses in alignment with the Governing body. ج. استخدام انظمه تقنيه لاداره المخزون وان تكون متوافه مع الانظمه التقنيه للهينه والالتزام باعمال التكامل مع انظمه الهينه وفقا متتطلب الاعمال. د. توفير الاجهزه والادوات والمعدات اللازمه لتقدم الخدمات الجمركيه. ه. تحمل المسؤوليه - امام الهينه عن تنفيذ ما يجب عمله للقيام بالاعمال الجمركيه. و. تلتزم المنشيات القايمه بالعصول علي الموافقات اللازمه من الجهه المختصه في حال رغبتها بتاجير المستودع بالباطن، وتقوم الجهه المختصه بدورها تبلغ الهينه بذلك. ز. حفظ جميع الاوراق والمستندات والسجلات والمراسلات والعقود التجاريه والوثايق ايا كان نوعها الكترونيا، المتعلقه بصوره مباشره او غير مباشره بالعمليات الجمركيه. لمده لا تقل عن (٥) خمس سنوات ميلاديه من تاريخ اتمام العمليات الجمركيه وتوفرها للمختصين في الهينه عند الطلب. ح. المحافظه علي البضايع المودعه، والالتزام بالتخلص من البضايع التاليه بالتنسيق مع الداريه الجمركيه المختصه واعداد المحاضر اللازمه لذلك، وتحمل كل النفقات التي تترتب عليها. ط. ضمان تطبيق اشتراطات المستودعات في المنطقه بما في ذلك تامين المنطقه بالاجهزه الاليه والمعدات وكاميرات المراقبه بناء علي مواصفات واشتراطات الهينه، ويجب الحصول علي موافقه الهينه علي انواع الاجهزه قبل توريدها. ي. تقدم المواصفات الفنيه للاجهزه والانظمه الامنيه لاعتمادها من الهينه قبل توريدها. السماح للهينه بمراقبه وتفتيش البضايع الموعده في المنطقه ومستودعاتها دون ان تحمل الهينه ايه مسؤوليه فيما يخص البضايع المودعه بها، وذلك بالتنسيق مع الجهه المختصه. ٢٠٢٢ اكتوبر صيده الازكه والضريه والجمارك Zakat, Tax and Customs Authority GACA الهييه العامه للطيران المدي General Authority of Civil Aviation Article 12: ZATCA obligations a. Grant Zone Entities access to ZATCA systems after obtaining the necessary Licenses. b. Conduct field inspections to determine the level of compliance. c. Assign ZATCA specialists to work in the Zone as per the schedule agreed upon with the Zone Entity and as necessary based on work requirements. d. Review the technical specifications of security devices and systems provided by the Operator and issue a decision for approval of said devices and systems. e. Conduct security tests on the systems and devices sourced by the Operator to ensure compliance thereof with ZATCA requirements prior to commencing Zone operations. Article 13: Violations and Penalties The penalties stipulated in the Common Customs Law, Implementing Regulations thereof and all laws and regulations in force in the Kingdom shall be applied in case of any act of violation from the Zone entity or in the following cases: a. Failure to record Goods located in Zone Entity Warehouses in the records and automated system. b. Discrepancy between actual inventory and the inventory recorded in ZATCA systems. c. Delay in payment of ZATCA administrative fees. d. Submitting false, forged or fabricated documents or lists, or placing false marks with the intent of evading payment of customs duties in whole or in part, or with the intent of violating the provisions stipulated in these Rules. الماده الثالثيه عشره: مسؤوليات الهينه ا. منح المنشات القايمه صلاحيات الدخول علي انظمه الهينه بعد الحصول علي التراخيص اللازمه. ب. اجراء زيارات ميدانيه للاطلاع علي مستوي الالتزام. تج. تكليف مختصين من الهينه للعمل في المنطقه بحسب الاوقات المتفق عليها مع المنشاه القايمه وبحسب حاجه العمل. د. مراجعه المواصفات الفنيه للاجهزه والانظمه الامنيه المقدمه من الجهه المشكله واتخاذ القرار بشان اعتمادها من عدمه. ه. اجراء الاختبارات الامنيه للانظمه والاجهزه المورده من قبل الجهه المشغله والتاكد من مطابقتها لمتطلبات الهييه قبل البدء بتشغيل المنطقه. الماده الثالثه عشره: المخالفات والغرامات تطبق العقوبات والغرامات المنصوص عليها بنظام الجمارك الموحد والاتحته التنفيذيه وكافه الانظمه واللوايح النافده في المملكه في حال مخالفه المنشاه القايمه لاي من الانظمه او من الاحوال التاليه: . عدم تسجيل البضايع الموجوده في مستودعات المنشاه القايمه في السجلات والنظام الالي. . عدم مطابقه المخزون الفعلي للمخزون في انظمه الهييه. . التجذر في سداد الرسوم الاداريه للهييه. تقدمي مستندات او قوايم مزوره او مصطنعه او وضع علامات مزوره بقصد التهرب من تابيه الضرايب " الرسوم " الجمركيه " كليا او جزييا او بقصد تجاوز احكام المنع والتقيد كليا او جزييا، او بقصد تجاوز الاحكام المنصوص عليها في هذه القواعد. اكتوبر ٢٠٢٢ [Non-Text] هييه الزكاه والضريه والحمارك Zakat, Tax and Customs Authority GACA الهييه العامه للطيران المدي General Authority of Civil Aviation e. The Zone Entity violating any of the provisions of the Statute, Implementing Regulations or these Rules. ه. مخالفه المنشاه القايمه لاي من احكام النظام او الاليحه او هذه القواعد. Article 14: Disposing of Goods in the event of Warehouse closure in the Zone The owner of the Goods has (90) ninety days to transfer the Goods thereof to another zone, or subject them to additional customs procedures with the approval of the Governing Body, which shall have the right to extend the period, if necessary, in the event of a decision to close the Warehouse or Zone or the expiry of the Zone Entity's registration. الماده الرابعه عشره: التصرف في البضايع في حال اغلاق مستودع داخل المنطقه يمنح مالك البضاعه مهله (٩٠) تسعين يوما لنقل بضايعه الي منطقه اخري، او وضعهها تحت اجراء جمركي اخر بعد موافقه الجهه المختصه بالتنسيق مع الهينه، وللهجه المختصه الحق في تمديد المهله ان دعت الحاجه، ويكون ذلك في حاله صدور قرار باغلاق المستودع او المنطقه او انتهاه مسجيل للمنشاه القايمه. الماده الخامسه عشره: انهاء العمل في المنطقه في حال رغبه احدي المنشات القايمه او الجهات المختصه في انهاء العمل بالرخصه فانه يلزم اشعار الطرف الاخر - كتابيا - بذلك بمده لا تقل عن ٣ اشهر. اكتوبر ٢٢
