السلام عليكم Council of Cooperative Health Insurance 1401 :Ref./الرقم 2020/03/31 :Date/الترجيم تعليم للكافه شركات التامين الصحي الموظله الحقا الي تعميم الامانه العامه رقم (3531/2155) وتاريح 1437/10/22، المتضمن التاكيد علي التزام شركات التامين برفع بيانات كافه الاشخاص المؤمن لهم اليها من الموظفين وافراد اسرهم (سعوديين غير سعوديين) علي نظام اصدار الوثايق المطور، والحقا الي تعميم الامانه العامه رقم (535) وتاريح 1441/03/24، المتضمن التاكيد علي ان بطاقه الهويه الوطنيه للمواطنwpظلقه الاقامه للمقيم عند زياده مقدم الخدمه هي المعرف الاساسي الوحيد لكافه المؤمن لهم مع استمرار التزام شركات التامين بتزويد المستفيد بمعلومات الكترونيه او ورقيه عن حزمه المنافع وشبكه مقدمي الخدمه الصحيه، وكذلك التاكيد علي ضروره التزام كافه مقدمي الخدمه الصحيه المعتمدين باستعمال المؤمن لهم بعد التحقق من بطاقه الهويه او الاقامه فقط، واشاره الي تقارير المتابعه الصادره عن اداره التحول الرقمي والتقنيه في الامانه العامه للمجلس والتي تشير الي تاخر العديد من شركات التامين في رفع بيانات ووثايق التامين الصحي علي نظام اصدار الوثايق المطور وعدم رفع بيانات بعض الاشخاص المؤمن لهم وبالاخص الصموديين، الامر الذي من شانه ان يحول بين المؤمن لهم وبين استخدامهم من منافع وثيقه التامين عند زياره مقدم الخدمه الصحيه لعدم وجود بياناته علي نظام اصدار الوثايق المطور، بناء عليه، نود التاكيد انه يجب علي كافه شركات التامين الصحي رفع بيانات كافه الاشخاص المؤمن لهم دليها من الموظفين وافراد اسرهم بكافيه القطاعات سواء الخاصه او الحكوميه دون استثناء علي نظام اصدار الوثايق المطور فور اصدارها وحنفها عند الالغاء مباشره بشكل اني والي وعدم التاخر في ذلك مما يتسبب بالاضرار في مصالح المؤمن لهم ، مع ضروره التحقق من صحه رفع البيانات للعاليه للمؤمن لهم بشكل كامل وصحيح لضمان سهوله الحصول علي الرعايه الصحيه بالشكل المطلوب: الشبكه الطبيه (2) نسبه التحمل وحود التغطيه. (4) تاريخ انتهاء التامين. (6) رقم المضت. (8) رقم وثيقه التامين. (1) الغنه التامينيه. (3) تاريخ رفع التامين. (5) نوع المسترك. (7) احتساب قيمه القصط بناء علي الفيه التامينيه. (9) ونظرا لاهميه هذا الاجراء، سوف تقوم الامانه العامه للمجلس بالتواصل والمتابعه بهذا الشان، وفي حال عدم الالتزام فسوف تلجا الامانه العامه للمجلس الي اتخاذ الاجراءات النظاميه اعتبارا من شهر مايو 2020 بمحق الشركات التي يثبت تقصيرها في اداء المطلوب منها بحسب هذا التعميم. Council of Cooperative Health Insurance 1401 :Ref./مراجع 2020/03/31 :Date/الترج Circular For All Qualified Health Insurance Companies With reference to the Secretariat's Circular No. 2155/ 3531 dated 22/10/1437H (27/07/2016G) on assuring insurance companies' adherence to uploading the data of all insured persons including personnel and their family members (Saudis – Non-Saudis) to the developed system of document issuance, besides the Secretariat's Circular No. 535 dated 24/03/1441H (21/11/2019G) on assuring that the national ID of citizen and residence card of resident upon visiting the service provider is the sole identifier for all insured persons, along with the continuity of insurance companies' adherence to providing the beneficiary with paper or digital information about benefits package and the network of health service providers, and assuring the necessary compliance of all approved health service providers with receiving the insured persons after verifying of ID or Residence only, referring also to follow-up reports issued from the Department of Digital Transformation and Technology at Council's Secretariat, which indicate that numerous insurance companies delay in uploading the data of health insurance policies to the developed system of document issuance, and not uploading the data of some insured persons, particularly the Saudis, the matter that prevents the insured persons from taking advantage of the insurance policy's benefits upon visiting the health service provider, since the data of those insured persons is not found on the developed system of document issuance. Therefore, we would like to confirm that all health insurance companies are required to upload the data of all insured persons including personnel and family members thereof at all sectors, whether governmental or private without any exclusions, to the developed system of document issuance once issued, then delete them upon cancellation simultaneously and automatically, without any delay, to avoid any damage to the interests of the insured persons. It is necessary also to verify of validly uploading the following data of the insured persons correctly and completely; to ensure easy access to the health care, as requested: 1) Insurance policy number. 3) Insurance category. 5) Date of insurance uploading. 7) Subscriber type. 9) The calculation of premium amount, depending upon the insurance category. 2) Medical network. 4) Deductible and coverage limits. 6) Date of insurance expiry. 8) Subscriber number. Given to the importance of such a procedure, the Council Secretariat shall communicate and follow-up-on in this regard. In case of non-adherence, the Council Secretariat shall take the regularized procedures as of May 2020 against the companies proven to fall shortage in accordance with this Circular.
