To: All airlines operating in the airports of the Kingdom of Saudi Arabia, including Private Aviation.
Subject:
Mutual exemption agreement for citizens of Saudi Arabia and Costa Rica holding diplomatic, service, or special passports from the visa requirement.
Reference:
1. Article No. (23) of the Civil Aviation Law.
Instructions:
1. Airlines are allowed to transport Saudi citizens and Costa Rica holding diplomatic, service, or special passports to enter each other's countries without a visa.
2. Failure to comply with circulars issued by GACA is an explicit violation of the government's orders. Violators will be held responsible, and legal procedures will be initiated against them.

التعليمات:
1. يسمح لشركات الطيران بنقل المسافرين من مواطني المملكه ومواطني
جمهوريه كوستاريكا حاملي جوازات السفر الدبلوماسيه او الخدمه او الخاصه
بالدخول الي اراضي البلدين بدون تاشيره.
2. ان عدم الالتزام بالتعاوني التي تصدرها الهينه يعد مخالفه صريحه للاوامر
الحكوميه وسبتم اتخاذ الاجراءات النظاميه بحق المخالف وتحميله المسؤوليه
المترتبه علي ذلك.
