Subject: Ensure that (return or connection) tickets are confirmed and not refundable or cancelled before carrying Umrah passengers to the Kingdom of Saudi Arabia. Reference: Letter of Undersecretary of Umrah Affairs No. 400109010093 dated 12/01/1440 AH. Background: It is observed that some passengers coming for Umrah have no confirmed ticket or cancelled or has no record for returned or connection flights upon their return flight out of the Kingdom of Saudi Arabia. Instructions: 1. All air carriers and their agents have to make sure that all passengers traveling to the Kingdom of Saudi Arabia for Umrah are having valid, confirmed, not refundable and not canceled (return or connection) airline tickets prior to carry them. 2. All air carriers will be fully responsible for all the obligations resulting from passengers not leaving on the right time.
