Subject: Categories of passengers exempted from registering in (Arrival Registration - Muqeem) Platform. Reference: • Article 23 of the Civil Aviation Law. • GACA Circular No. (27371/5) dated 07/12/2021. Instructions: - All non-Saudi passengers, before departing to the Kingdom, must register on the (Arrival Registration - Muqeem) Platform. The following categories are exempted from this requirement: 1. Diplomats. 2. Those arriving on Government visit visa, 3. Aircraft crew. - Failure to comply with circulars issued by GACA is an explicit violation of Government's orders.
