Appendix to GACA Circular NO (17850/5/5) dated 04/02/2025
To: All airlines operating in the airports of the Kingdom of Saudi Arabia, including Private Aviation.
Subject:
The exemption for citizens of the Kingdom of Saudi Arabia from entry visa to Montenegro (Appendix).
الي: جميع شركات الطيران العامله بمطارات المملكه العربيه السعوديه بما
بشمل الطيران الخاص.
الموضوع:
اعفاء مواطني المملكه العربيه السعوديه من تاشيره الدخول لدوله الجبل
(الخاجه) (موتونينيجور) (الحياه).
Reference:
1. Article No. (23) of Civil Aviation Law.
2. Gaca Circular No. (17850/5/5) dated 04/02/2025.
Instructions:
1. Airlines are allowed to transport passengers who are Saudi citizens, traveling to Montenegro for the purpose of entering, transiting and staying without a visa for up to (30) days.
2. This circular cancels circular No. (17850/5/5) dated 04/02/2025.
3. All airlines operating in the Kingdom of Saudi Arabia, including Private Aviation, shall comply with circulars, orders, and instructions issued by GACA.

2. تعميم الهييه رقم (١٧٨٥.٥/٥) وتاريخ (١٧٨٥.٥/٥) ٢.
التعليمات:
1. السماح لشركات الطيران بنقل المسافرين من مواطني المملكه الي دوله
الجبال الاسود (مونتينيچر) لغيرض الدخول والمرور والبقاء بدون تاشيره
لمده تصل الي (٣٠) يوما.
٢. هذا التعميم يلغي التعميم رقم (١٧٨٥.٥/٥) وتاريخ ١٧٨٥.
٣. التاكيد علي كافه شركات الطيران العامله بالمملكه العربيه السعوديه بما
يشمل الطيران الخاص بالالتزام بالتعاون والاوامر والتعليمات التي
تصدرها الهييه العامه للطيران المدني.
