بشهاده كفاءه اجنبيه والوثايق البحربيه الاخري للبجاره بسبب الوضع الحالي لتفشي فييروس كورونا.
نود الاحاطه انه ورد للهييه العامه للمواني التعميم رقم (٢٤) الصادر عن قطاع النقل البحري بالهييه
العامه للنقل والمضمون التمديد في صلاحيه الجواز البحري السعودي وشهاده البياقه الطبيه للبجاره
والذي تنتهي صلاحيتها في يوم او قبل ١٥ ابريل ٢٠٢١ لم تلقاييا لمده ٢ اشهر من تاريخ انتهاها.

Further Extension of Seafarers Certificates
To:
- Saudi Ports Authority (Vice President of Policies and Legislation).
- Economic Cities and Special Zones Authority (Deputy Authority of King Abdullah Port Affairs).
- All classification societies authorize in KSA Whom it may concern.
The Transport General Authority (TGA) has issued a temporary measures concerning the issuing of an endorsement attesting the recognition of certificate of competency and other seafarer's maritime documents which were circulated on 29th March 2020 (CSP-20-002) along with the IMO Circular Letter No. 4243 dated 31st March 2020, with reference to the point No.2 (Extension of the Validity of Saudi Seaman's Book and Medical Fitness Certificate), due to the current (COVID-19) pandemic and the challenges faced by the exchanging of seafarers and the revalidation of their expiring certificates, TGA has decided to extend the validity of seafarer's maritime Seamen's book and medical fitness certificate which will expire on or before April 15th 2021, for 3 months from the date of expiry.

Subject:
Special Measures Concerning the issuing of an Endorsement Attesting the Recognition of Certificate of Competency and other Seafarer's Maritime Documents Because current situation of Corona virus (Covid-19)
In attached the circular no(02)2020 issued by the Maritime Transport Sector in the transport General Authority (TGA), outbreak and in the light of International Maritime Organization Circular Letter No.4204/Add.5 dated 17th March 2020, taking into consideration the difficulties to the exchange of crew members already on board Saudi Ships, sets the temporary measures endorsement attesting the recognition of a Certificate of Competency according to the (STCW) convention, Extension of the validity & renewed or issue of a new Endorsement for the seafarers working on Saudi flagged Ships, Also Extension of the Validity of Saudi Seaman's Book and Medical Fitness Certificate a three (03) months extension.
For your kind concern and to act accordingly as the circular attached in your respective areas of competence. And Any application for an Endorsement attesting the recognition of a new seafarer's CoC can be made according the form attached, And through for the email of maritime Transport Sector (m.t.s@tga.gov.sa).

Special Measures Concerning the issuing of an Endorsement Attesting the Recognition of Certificate of Competency and other Seafarer's Maritime Documents

- Registro Italiano Navale of Shipping (RINA).
- Nippon Kaiji Kyokai of Shipping (NKK).

In view of the current situation due to Coronavirus (Covid-19) outbreak and in the light of International Maritime Organization Circular Letter No.4204/Add.5 dated 17th March 2020, the Transport General Authority (Maritime Transport Sector), taking into consideration the difficulties to the exchange of crew members already on board Saudi Ships, sets the following temporary measures:
I. Endorsement attesting the recognition of a Certificate of Competency (CoC) (STCW. Reg 1/10)
A. Extension of the validity:
- The validity of all endorsement of recognition issued until the present date will be linked to the validity of the seafarer's national Certificate of Competence (CoC).
- If the seafarer's national CoC is renewed an application for a new Endorsement attesting the recognition of CoC can be made through the email (m.t.s@tga.gov.sa). A Certificate of Receipt of Application will be automatically granted to the seafarer to allow him to sail on a Saudi ship for a period of 3 months.

افراد الطاقم علي متن السفن السعوديه، تضع الاجراءات المؤسده
التاليه:
1. الاقرارات التي تؤكد الاعتراف بشهاده الكفاءه
(STCW.Reg1/10)
ا. تمديد الصلاحيه:
- يتم ربط صلاحيه جميع اقرارات الاعتراف الصادره حتي
التاريخ الحالي بصلاحيه شهادات الكفاءه الوطنيه للبحاره
.(CoC)
- اذا تم تجديد شهاده الكفاءه الوطنيه للبحار (CoC) يمكن تقدم
طلب للحصول علي اقرار جديد يؤكد الاعتراف بشهاده الكفاءه
عن طريق البريد الالكتروني (m.t.s@tga.gov.sa) وسيتم منح.
شهاده استلام الطلب اليا للبحار للسامح له بالابحار علي متي
سفينه سعوديه لمده 3 اشهر.

- If a sefarer is unable to apply for a new CoC in his home country, he must request a written statement from the relevant administration of the home country stating the extension of the validity of the original CoC for a limited period of months. After reviewing of such a Statement, a Certificate of Receipt of Application is issued to allow the sefarer to continue to work on board a Saudi Ship.
- If the issuing administration of a seafarer's national CoC grants a general extension of the validity of the national CoCs, the validity of the Saudi endorsement issued based on the current CoC will automatically be considered extended accordingly. In this case, it is not be required to submit an application.
B. Issue of a new Endorsement:
Any application for an Endorsement attesting the recognition of a new seafarer's CoC can be made through the email (m.t.s@tga.gov.sa) by submission of the following documents:
- Application Form (A copy is enclosed)
- Copy of Seafarer's CoC.
- Copy of Tanker certificates (if any).
- Copy of a valid medical certificate.
After reviewing of the above documents, a Certificate of Receipt of Application will be issued to the to the seafarer valid for a period of 3 months.
2. Extension of the Validity of Saudi Seaman's Book and Medical Fitness Certificate
The validity of a Saudi seaman's book and Medical Fitness certificate which will expire before June 30th, 2020, are granted an extended validity of 3 months (from date of expiry).

الله بمره من لمتليل
- اذا تعذر علي البحار تقديم طلب للحصول علي شهاده كتابه
جديده في وظنه، فبجب عليه طلب افاده خطيه من الاداره
المنخصه في البلد الاصلي تنص علي تمديد صلاحيه شهاده
الكتاءه الاصليه لفتره محدوده من الاشهر. وبعد مراجعه هذه
الافاده، يتم اصدار شهاده استلام الطلب للسماح للبحار
بمواصله العمل علي متن سفينه سعوديه.
- اذا منحت اداره اصدار شهاده الكفاءه الوطنيه للبحار تمديدها، عاما لصلاحيه شهادات الكفاءه الوطنيه، فسيتم، بصفه الياء استبعار صلاحيه الاقرار السعودي الصادر بناء علي شهاده الكفاءه الحاليه ممدده وفقا لذلك. في هذه الحاله، لا يطلب منه تقديم طلب.
ب. اصدار اقرار جديده:
يمكن تقديم اي طلب للحصول علي اقرار بيكر الاحتراف بشهاه (m.t.s@tga.gov.sa)
كفاءه جيده ابحار عبر البريد الالكتروني
من خلال تقديم المستندات التاليه:
- نموذج طلب (مرفق نسخه)
- نسخه من شباهه الكفاءه للاحرار.
- نسخه من شباهات الناقلات (ان اقتضي الامر).
- نسخه من شباهه طبيه ساريه المفعول.
بعد مراجعه المستندات المذكوره اعلاه، يتم اصدار شهاده استلام
الطلب الي البحار صالحه لمده 3 اشهر.
2. التمديد في صلاحيه الجواز البحري السعودي وشهاده اللياء
الطبيه
تمنح للجوز البحري السعودي ولشهاده اللياقه الطبيه الذين تتني
صلاحيتها قبل 30 يونيو 2020، تمديا في الصلاحيه لمده 3
اشهر (من تاريخ انتهاها).

Special Measures Concerning the issuing of an Endorsement Attesting the Recognition of Certificate of Competency and other Seafarer's Maritime Documents Because current situation of Corona virus (Covid-19)
الاجراءات الخاصه المتعلقه باصدار اقرار يؤكد الاعراف
بشهاده كفاعه اجنبيه والوثايق البحريه الاخري للبحاره بسبب
الوضع الحالي لتفشي فيروس كورونا
In attached the circular no(02)2020 issued by the Maritime Transport Sector in the transport General Authority (TGA), outbreak and in the light of International Maritime Organization Circular Letter No.4204/Add.5 dated 17th March 2020, taking into consideration the difficulties to the exchange of crew members already on board Saudi Ships, sets the temporary measures endorsement attesting the recognition of a Certificate of Competency according to the (STCW) convention, Extension of the validity & renewed or issue of a new Endorsement for the seafarers working on Saudi flagged Ships, Also Extension of the Validity of Saudi Seaman's Book and Medical Fitness Certificate a three (03) months extension.
For your kind concern and to act accordingly as the circular attached in your respective areas of competence. And Any application for an Endorsement attesting the recognition of a new seafarer's CoC can be made according the form attached, And through for the email of maritime Transport Sector (m.t.s@tga.gov.sa).

مارس ٢٠٠٠ بشان عمليه تبديل افراد الطاقم علي متن السفينه
السعوديه، واتخاذ الاجراءات الموقعه حول الاقرارات التي تؤك
الاعتراف بشهاده الكفاءه طبقا للاتفاقيه الدوليه لمستويات
التدريب واصدار الشهادات واعمال النوبه للعاملين في البريد
(شكر) من خلال التجديد او التمديد او الاصدار الجديد الواعد
بالتعليم للاجراءات ذات الصله للبحاره العاملين علي متي ذات
السفينه التي تزعج الباقم السعودي، وكذلك التمديد في
صلاحيه الجواز البحري السعودي وشهاده الباقم الطبيه الميه
(٣) ثلاث اشهر.
للاطلاع واتخاذ الاجراءات اللازمه طبقا لما ورد في التمعيم
المرفق كما فبما يخصه، يمكن تقديم اي طلب للحصول علي
اقرار يؤكد الاعتراف بشهاده كفاعه جديده لبحار حسب النموذج
المرفق وارساله للبريد الالكتروني لقطع النقل البحري
